Western Fair Four-pad Arena Complex
In 1996, Nustadia Developments approached the management of the Western Fairgrounds in the City of London with the concept of developing, in partnership, a new Multi-pad Recreation Arena Complex on the vacant land just south of the Western Fair. In conjunction with Cochrane Brook Planning and PBK Architects, Nustadia and the Western Fair developed a five-year and twenty-year master plan for development at the Fairground. Included in the five year plan was a preliminary business plan, concept design, and development estimate for a new 2000 seat four-pad arena. Nustadia and the Western Fair approached the City of London with a proposal to partner in the development. "The Western Fair Four-Pad Arena Facility includes one Olympic sized rink with approximately 1800 fixed seats, 3 NHL sized arenas, and a multi-use, restaurant/ bar/ entertainment/ meeting area of over 10,000s.f."The City chose to implement a public call for developers to submit proposals, which was unsuccessful. After about nine months of consideration of other options, the City requested the Western Fair to implement the development as originally conceived by Nustadia and the Western Fair management. Nustadia Developments performed the role of development consultant, providing assistance in the business planning, programming, review of agreements, detailed specifications and bid documents, project management, design review, bid review, limited construction review, and consultation for fit-up, operations and marketing. A design-build team lead by Ball Construction Ltd. was selected to construct the facility after review of detailed proposals from three teams. The new Western Fair Four-Pad Arena Facility would include one Olympic sized rink with approximately 1800 fixed seats, 3 NHL sized arenas, and a multi-use, restaurant/ bar/ entertainment/ meeting area of over 10,000s.f. The total development cost, including the fit up of the bar/restaurant area, was approximately $18 M (not including the cost of land). With the assistance of Nustadia Developments, the Western Fair and the City created a partnership agreement for the Design, Construction, Financing, Operating and Ownership of the facility, and the construction began in November of 2000. The development of the Western Fair Four-pad Arena Complex was successfully completed on budget and on schedule, opening in October of 2001, and is a model for multi-pad spectator arena facilities in Canada. |
