In 1993, Nustadia Developments and PBK Architects partnered with the new owners of the Major Junior Hockey Franchise in Sarnia (relocated from Newmarket), to develop a conceptual design, cost estimate and business plan for a new spectator arena facility. The team presented the proposal to the City of Sarnia late that year. City Council and sta. decided to instigate an independent business plan for a new multi-purpose facility, and call for expressions of interest for Private Public Partners to work with them to develop the facility.

Nustadia Developments submitted a partnership proposal that included a detailed business and operating plan, .nancing, and included a design-build guaranteed maximum price for the construction. The proposal was in association with Ball Construction Ltd., PBK Architects and Engineers, and Coopers and Lybrand Consulting. The proposal was for an innovative, spectator twin pad facility to be constructed on land owned by and adjacent to the main campus building of Lambton College. The facility included 4200 fixed seats, 32 private suites, 5000s.f. restaurant, and included approximately 500 licensed club seats as well. The total development cost, excluding only the fit up of the bar/restaurant area, was $16.5 M.

The consortium was selected by the City of Sarnia to be the Private sector partners for the development of the new Sarnia Spectator Arena / Multi-Purpose Centre in January of 1995.

Over the course of approximately nine months the City and the Nustadia team jointly developed an approach to the private-public partnership through five separate areas of activity, each of which was undertaken by a committee of stakeholders reporting to the Project Steering Committee:

  • Design and Construction
  • Financing
  • Operating
  • Advertising and sponsorship
  • Budget

Each of these groups had deliverables, associated schedules, reports, and legal agreements that were coordinated by the overall Project Steering Committee responsible for reporting to Council and the Nustadia Developments Board of Directors.

The development of the Sarnia Sports and Entertainment Centre was successfully completed on budget and on schedule, and is one of the most financially successful multi-purpose spectator arena facilities of its size in North America.
